Internet Society Q2 Community Forum – English

>>>HELLO AND WELCOME, EVERYONE. HOPEFULLY YOU CAN ALL HEAR ME. FOR THOSE WHO MAY NOT KNOW ME, MY NAME IS JAMES WOOD. I JOINED THE INTERNET SOCIETY IN JANUARY OF THIS YEAR I AM SENIOR DIRECTOR OF STRATEGIC COMMUNICATIONS AND MEDIA RELATIONS. IT IS MY PRIVILEGE TO HOST TODAY’S COMMUNITY FORUM, THE SECOND SO FAR IN 2015. THESE FORUMS ARE FARTHER TO OUR COMMITMENT TO BUILD AND STRENGTHEN OUR CHANNELS OF COMMUNICATION WITH YOU, THE COMMUNITY. THEY PROVIDE AN IMPORTANT VENUE AND OPPORTUNITY TO SHARE IDEAS, TO DISCUSS THE MANY ISSUES FACING THE INTERNET AND, INDEED, THE INTERNET SOCIETY. IN THE FIRST FORUM THIS YEAR WE HEARD OUR PRESIDENT AND CEO, KATHY BROWN, OUTLINE THE GOALS AND PRIORITIES FOR THIS YEAR AS WE CONTINUE WORKING TO BRING THE INTERNET TO EVERYONE EVERYWHERE. IN TODAY’S FORUM WE’LL BE TAKING A MORE IN DEPTH LOOK AT TWO KEY AREAS OF OUR WORK, GLOBAL ENGAGEMENT AND TECHNOLOGY. WE’LL HEAR FROM RAUL, OUR VICE PRESIDENT FOR GLOBAL ENGAGEMENT, ABOUT OUR DEVELOPMENT WORK AROUND THE WORLD AND WE’LL HEAR FROM OLAF KOLKMAN, OUR CHIEF INTERNET TECHNOLOGY OFFICER. PART OF THIS DISCUSSION WE’LL COVER TWO OTHER IMPORTANT TOPICS, NAMELY OUR RECENT INTERNET GOVERNMENT SURVEY AND WHAT WE HEARD BACK FROM YOU AND MORE DETAILS ON OUR VIRTUAL INTERCOMMUNITY 2015 EVENT PLANNED FOR EARLY JULY IN AUCKLAND, NEW ZEALAND, WHICH WE ARE HUGELY EXCITED ABOUT. IT’S OUR FIRST EVER TRULY GLOBAL ONLINE AND IN PERSON GATHERING OF OUR WORLDWIDE MEMBERSHIP. TODAY’S FORUM, FOR YOUR INFORMATION, IS BEING PRESENTED IN ENGLISH AND SPANISH VIA SIMULTANEOUS TRANSLATION. PLEASE FEEL FREE TO POST YOUR QUESTIONS TO THE QUESTION AND ANSWER PANEL IN THE PLAYER WINDOW. IN ADDITION, WE ARE PROVIDING TEXT TRANSLATION IN ENGLISH. YOU CAN ACCESS THIS BY CLICKING OPTIONS AND THEN SHOW TRANSCRIPTION AT THE BOTTOM OF THE PLAYER WINDOW. LASTLY, PLEASE NOTE THAT WE ARE RECORDING THIS FORUM AND WE’LL MAKE THE VIDEO AVAILABLE VIA OUR CONNECT PLATFORM WITHIN THE NEXT FEW DAYS. WITH THAT I’D NOW LIKE TO HAND OVER TO RAUL FOR AN UPDATE ON CURRENT TOPICS RELATING TO OUR GLOBAL ENGAGEMENT WORK. RAUL.>>THANK YOU, JAMES. AS JAMES WELL SAID, THIS WILL BE A FORUM BOTH IN ENGLISH AND IN SPANISH. I THINK THAT IT IS A VERY GOOD THING. IT’S A WAY WE CAN SHOW DIVERSITY, CULTURAL AND LINGUISTIC DIVERSITY THAT WE REPRESENT IN THE INTERNET SOCIETY. AT PRESENT ALL OUR STAFF, OUR JOINT STAFF, CAN SPEAK MORE THAN 30 DIFFERENT LANGUAGES, AND THAT IS — REFLECTS THE DIVERSITY THAT WE HAVE AND, THEREFORE, IT’S VERY GOOD TO USE THOSE CAPABILITIES SO THAT WE CAN COMMUNICATE WITH THE COMMUNITY BETTER MAKING USE OF THE VAST ABILITY TO SPEAK DIFFERENT LANGUAGES. AS JAMES WELL SAID AT THE BEGINNING IN THE INTRODUCTION, MY NAME IS RAUL. I’M VICE PRESIDENT OF GLOBAL ENGAGEMENT AND RELATIONS FOR THE INTERNET SOCIETY. I DECIDED TO KEEP THE TITLE IN ENGLISH BECAUSE IN SPANISH IT DOESN’T MAKE MUCH SENSE. LET’S KEEP IT AS VICE PRESIDENT OF GLOBAL ENGAGEMENT. AND I’M GOING TO MENTION, FIRST OF ALL, WHAT GLOBAL ENGAGEMENT IS ALL ABOUT, SOMETHING THAT I’M SO PLEASED TO LEAD. IT’S A GROUP THAT REPRESENTS ABOUT 1/3 OR 30%, OF THE STAFF CURRENTLY OF THE INTERNET SOCIETY. WE BELONG TO THE INTERNET SOCIETY AND IT ALSO REPRESENTS ABOUT 30% OF THE ENTIRE BUDGET OF THE ORGANIZATION. AT PRESENT WE HAVE 27 PEOPLE, 27 MEMBERS OF OUR STAFF AND VERY SOON WE’LL HAVE TWO NEWCOMERS. SO WE’LL HAVE 29 PEOPLE OVERALL. THESE 29 PEOPLE LIVE IN 18 DIFFERENT COUNTRIES. THAT IS, THIS IS ANOTHER EXAMPLE OF WHAT THE ORGANIZATION HAS CONSTRUCTED AROUND THE WORLD. MANY YEARS AGO THE INTERNET SOCIETY HAD A MORE CENTRALIZED SCHEME, BUT THAT IS ALREADY PART OF OLD HISTORY. AT PRESENT WE HAVE A PRESENCE THAT IS REALLY THROUGHOUT ALL THE REGIONS AND VERY WELL DISTRIBUTED, NOT ONLY IN THE DIFFERENT REGIONS BUT ALSO WITHIN EACH REGION WE ARE IN MANY DIFFERENT PLACES TRYING TO ENRICH FROM THE VISIONS AND THE EXPERIENCE OF THE PEOPLE THAT BELONG TO DIFFERENT SUBREGIONS. GLOBALLY. SO WHAT IS GLOBAL ENGAGEMENT? BASICALLY WE CAN SAY THAT WE HAVE FOUR THINGS THAT ARE PART OF THIS TEAM OF GLOBAL ENGAGEMENT. ONE IS A REGION OF PRESENCE, THAT IS, THE TEAMS THAT WE HAVE IN THE REGIONS, THE SO-CALLED REGIONAL BUREAUS, THAT ARE REGIONAL TEAMS, AT PRESENT WE HAVE FIVE TEAMS IN FIVE DIFFERENT REGIONS. THE MOST TRADITIONAL REGIONS, NORTH AMERICA, LATIN AMERICA AND THE CARIBBEAN, EUROPE AND ASIAN PACIFIC AND VERY SOON WE ARE GOING TO HAVE A NEW EMERGING REGION THAT IS THE MIDDLE EAST, AND WE ARE SELECTING A DIRECTOR. THAT IS SOMETHING THAT WE WERE LOOKING FORWARD TO OUR COMMUNITY IN THE MIDDLE EAST. THEY WERE REALLY VERY EAGER FOR THAT, AND THE PROCESS IS ABOUT TO BE COMPLETED. I THINK THAT IN LATE APRIL, EARLY MAY WE’LL HAVE COMPLETED A REGIONAL DIRECTOR FOR THE MIDDLE EAST SO WE WILL HAVE A SIXTH REGION. WE ARE WELL REPRESENTED IN OUR GROUP. SO NOT ONLY DO WE HAVE THIS REGION OF PRESENCE, BUT ALSO WITHIN GLOBAL ENGAGEMENT WE HAVE ALL RELATIONS WITH THE CHAPTERS, THE AREA OF DEVELOPMENT OF NEW CHAPTERS, BUT ALSO THE RELATIONS THAT WE KEEP WITH THEM ON A DAILY BASIS. TODAY AROUND THE WORLD WE HAVE 108 CHAPTERS BROADLY DISTRIBUTED ACROSS THE REGIONS. THE THIRD COMPONENT OF THIS TEAM IS ALL THE PROJECTS, ALL OUR ACTIVITY BASICALLY RELATED TO DEVELOPMENT, NOT JUST INFRASTRUCTURE, BUT ALSO I ALWAYS LIKE TO SAY THAT WE IN THE INTERNET SOCIETY WORK TO DEVELOP THE INTERNET AND TO PROMOTE THE DEVELOPMENT THROUGH THE INTERNET AND THESE TWO BIG LINES OF WORK ARE REPRESENTED IN OUR DEVELOPMENT TEAM BY DEVELOPING THE INTERNET, BUT ALSO TRYING TO KEEP THE INTERNET AS A PLATFORM THAT CAN BE USEFUL FOR THE SOCIAL AND HUMAN DEVELOPMENT OF ALL SOCIETIES. THE FOURTH COMPONENT IS WHAT WE CALL — IS WHERE WE HOST OUR KEY LEADERSHIP PROGRAMS SO THAT PEOPLE CAN PARTICIPATE IN OUR IETF AND IN THE GLOBAL PROGRAMS FOR ELEARNING AND A PROGRAM THAT IS BROADLY KNOWN FOR THE NEW GENERATION LEADERS. THAT IS A WAY IN WHICH WE CAN INTRODUCE NEW PEOPLE TO THE INTERNET AND THE INTERNET GOVERNANCE PROVIDING THEM THE TOOLS SO THAT THEY CAN HAVE A SIGNIFICANT PARTICIPATION ROLE IN THEIR OWN MILIEUS. THE FUNCTIONS OF GLOBAL ENGAGEMENT BASICALLY ARE ASSOCIATED TO THE DEVELOPMENT. IT’S OUR AREA THAT HAS MADE A MAJOR RESPONSIBILITY FOR PUSHING FORWARD THE INITIATIVES THAT AIM AT DEVELOPING THOSE TWO THINGS, INCLUDING CAPACITY BUILDING AND ALSO OUR TEAM IS RESPONSIBLE FOR — OUR TEAM RECEIVES THE LARGEST — THE LARGEST INPUT FOR THE CONSTRUCTION OF COMMUNITIES AND WE ARE THEN RESPONSIBLE FOR TAKING THE INTELLIGENCE THAT WE DEVELOP IN OTHER PARTS OF THE ORGANIZATION RELATED TO POLICIES AND NEW TECHNOLOGIES TO TAKE THEM TO THE COMMUNITY AND ALSO TO RECEIVE THE FEEDBACK FROM THE COMMUNITIES SO THAT WE CAN IMPROVE OUR LINES OF ACTIONS BETTER AND BETTER ON THE PRIORITY TOPICS. AT THE INTERNET SOCIETY WE UNDERSTAND THAT WE WORK PRECISELY AT THE CROSSROADS OF POLICIES, TECHNOLOGY AND DEVELOPMENT OF COMMUNITY AND GLOBAL ENGAGEMENT IN OUR TEAM, WE ARE RESPONSIBLE FOR EXPLORING AND DEEPENING THAT CROSSROADS AND THE INTEREST INTO THE COMMUNITY THAT WE UNDERTAKE IN OTHER AREAS. IT’S QUITE IMPRESSIVE TO SEE BECAUSE ONLY EIGHT MONTHS AGO I JOINED THE STAFF OF THE INTERNET SOCIETY EIGHT MONTHS AND DAY AFTER DAY I AM STILL SURPRISED TO SEE WHAT THE TEAM OF GLOBAL ENGAGEMENT DOES AND THE MANY INTERESTING THINGS THAT WE DO EVERY DAY. LET ME MENTION SOME OF THEM. IN 2015 IT WAS — IT’S A VERY INTERESTING YEAR WITH VERY CLEAR STRATEGIC OBJECTIVES. ONE OF WHICH IS THE INTERNET GOVERNANCE. THAT IS TO STRENGTHEN AND CONTINUE TO BUILD CAPACITY AROUND THE GOVERNANCE FOR BOTH GLOBALLY, REGIONALLY AND LOCALLY. IN RECENT DAYS I WAS DIRECTLY INVOLVED IN SOME OF THESE. I WAS IN MOSCOW LAST WEEK PARTICIPATING AT THE RUSSIAN INTERNET GOVERNANCE FORUM. LAST MONTH I WAS IN MEXICO, ALSO WITH THE INTERNET DIALECT AT THE LOCAL LEVEL. WE ARE ALREADY PREPARING A PARTICIPATION FOR THE MEETING IN EUROPE AND WHERE WE WANTED TO PLAY AN IMPORTANT ROLE BY CONTRIBUTING WITH THE WORK THAT WE ARE CONDUCTING TO PRODUCE CERTAIN CONCRETE RESULTS THE SAME AS WE ARE DOING AT THE GLOBAL LEVEL. SO IN JULY IN BULGARIA WE’RE GOING TO BE THERE. BUT WE ARE ALSO WORKING WITH — WORKING IN MANY COUNTRIES AND PARTICIPATING, SUPPORTING, COLLABORATING IN THE CONSTRUCTION OF THE LOCAL MULTI-STAKEHOLDER MECHANISMS. LET ME MENTION NEXT WEEK OUR LATTIN AMERICAN TEAM WILL BE IN COSTA RICA IN CENTRAL AMERICA. THEN WE’RE GOING TO BE IN ARMENIA. WE ARE ALSO GOING TO BE IN ETHIOPIA FOR THE IGF OF AFRICA IN AUGUST. THAT IS, WE ARE REALLY — THE ENTIRE TEAM IS PLAYING A KEY ROLE. AS I SAID, SOMETIMES JUST BY SUPPORTING EXISTING INITIATIVES OR PARTICIPATING WITH CONTENTS AND ALSO CONTRIBUTING TO THE CONSTRUCTION OF THOSE MECHANISMS WHERE THEY DO NOT EXIST. OTHER AREAS OF DEVELOPMENT, FOR INSTANCE, EXCHANGE POINTS, DEVELOPMENT INFRASTRUCTURE, WE PARTICIPATE AS AN ADDITIONAL ACTOR IN A VERY GOOD PARTNERSHIP EXPERIENCE WITH PARTNERSHIPS WITH OTHER ASSOCIATIONS IN THE LAUNCHING OF THE THAI — IN THAILAND WITH THE EXCHANGE POINT WHERE THERE WERE MANY OTHER PEOPLE OF CISCO AND ALCATEL THAT IS TOGETHER WITH OTHER ORGANIZATIONS. THAT FOR US IS ESPECIALLY IMPORTANT, WHEN WE CAN WORK WITH OTHERS. WE HAVE BEEN INVOLVED IN THAT INITIATIVE. WE ARE HERE IN LATIN AMERICA, TOO, WORKING WITH THE COMMUNITY. WORKING WITH THEM TO IMPROVE THE TRAFFIC EXCHANGE POINTS OF BOLIVIA AND RELAUNCHING THAT OF PARAGUAY. WE ARE SUPPORTING THE GROUPS OF OPERATORS IN ALL THE REGIONS. TO MENTION JUST A FEW CASES, RECENTLY WE HAD THE MENOG MEETING IN THE MIDDLE EAST. WE ARE GOING TO BE PRESENTING IN THE NOG IN ASIA GROUP OF OPERATORS VERY SOON, TOO. WE ARE GOING TO HAVE A PF FORUM ACTIVITIES DURING THE LACNIC MEETING AT THE NEXT MEETING IN MAY. WE ARE STRONGLY ENGAGED AND PREPARING OUR AFRICAN FORUM IN AUGUST IN MOZAMBIQUE. WE PARTICIPATING INTENSELY IN BUILDING CAPACITY TO HAVE A MORE STABLE, SAFER, MORE EFFICIENT INTERNET SO THAT WE CAN MAKE IT THE PROPER PLACE, THE PROPER SPACE TO PROMOTE IN ASIA. IN THE ASIAN TEAM WE HAD PARTICIPATION RECENTLY AT THE WEISCOM MEETING IN SOUTHEAST ASIA IN MANILA WHERE OUR TEAM WAS VERY ACTIVE AND WE ALSO TOOK ADVANTAGE OF THAT TO LAUNCH A VERY INTERESTING STUDY THAT WAS DONE BY OUR TEAM IN ASIA ABOUT THE POTENTIAL OF THE INTERNET FOR THE ECONOMIES OF THE GROUP. A VERY STRONG EMERGING COMMUNITY OF THE GROUPS OF THE NATION, VERY IMPORTANT. LET ME END WITH REGARD — LET ME END MY COMMENTS TELLING YOU A LITTLE BIT ABOUT THE CHAPTERS. I WANT TO TALK ABOUT A NEW CHAPTER THAT WE HAVE IN MONTENEGRO AND ALSO TO ANNOUNCE THAT WE HAVEIN AZERBAIJAN, THE DOMINICAN REPUBLIC AND IN AFGHANISTAN ARE COMPLETING THE PROCESS OF RECOGNITION OF A NEW CHAPTER. WE ARE LAUNCHING IN MAY AS ANTICIPATED A NEW GRANT PROGRAM TO SUPPORT THE ACTIVITIES OF OUR CHAPTERS SO THAT THEY CAN HAVE THE TOOLS TO DEVELOP THE PROJECTS THAT MAY HAVE A SOCIAL IMPACT IN THEIR OWN SURROUNDINGS. WITH REGARD TO THE CHAPTERS, IN THESE EIGHT MONTHS SINCE I JOINED THE INTERNET SOCIETY I MYSELF PERSONALLY, HAVE HAD THE OPPORTUNITY TO MEET REPRESENTATIVES OF MORE THAN 80% OF THE CHAPTERS OF THE INTERNET SOCIETY GLOBALLY. ON TOP OF THAT, WE HAVE TO ADD WHAT IS DONE BY THE REGIONAL TEAMS, CHAPTER DEVELOPMENT BY JOYCE AND WE CONSTRUCTED A NEW DYNAMIC OF RELATIONS BY CHAPTERS THAT IS COMPLETELY DIFFERENT AND BASED ON AN INTENSE RELATIONSHIP AND EXCHANGE WITH THEM. AN EVIDENCE OF THAT IS THE REGIONAL WORKSHOPS THAT WE CONDUCT IN ALL THE REGIONS. NEXT WILL BE IN JUNE. I’LL BE IN SRI LANKA FOR THE ASIAN CHAPTER, AND THEN IN JUNE IN BUENOS AIRES WITH OUR CHAPTERS OF THE AMERICAS, AND IN AUGUST WITH OUR AFRICAN CHAPTERS. I’M NOW GOING TO GIVE THE MIC A FEW MINUTES TO SEBASTIAN WHO’S GOING TO SPEAK OF LATIN AMERICA AND THE ACTIVITIES THAT ARE BEING CARRIED OUT IN LATIN AMERICA, THE CARIBBEAN, AND THEN I’LL TAKE THE FLOOR AGAIN TO COMPLETE WHAT JAMES SAID, TO SPEAK OF THE RECENT SURVEY THAT WE CONDUCTED ON THE INTERNET GOVERNANCE AND OUR NEXT COMMUNITY MEETINGS THAT WE’LL ORGANIZE IN JUNE.>>THANK YOU, RAUL. GOOD MORNING. GOOD EVENING. GOOD AFTERNOON. MY NAME IS SEBASTIAN BELLAGAMBA I’M THE DIRECTOR OF THE REGIONAL OFFICE FOR LATIN AMERICA AND FOR THE CARIBBEAN. IN OUR REGION OF LATIN AMERICA AND THE CARIBBEAN, WE HAVE A SIGNIFICANT TEAM OF PEOPLE WORKING FOR YOU, FOR ALL THE COMMUNITIES WITH CHRISTIAN O’FLAHERTY BASED HERE AT THE HEADQUARTERS IN MONTEVIDEO. RAQUEL GATO IN SAN PAULO, BRAZIL AND SHERNON OSEPA IN CARASAU. VERY SOON WE’LL BE INCORPORATING AN ADDITIONAL PERSON TO OUR TEAM SO WE ARE VERY HAPPY AND WE ARE ANXIOUS TO CONTINUE TO CONTRIBUTE TO THE DEVELOPMENT OF THE INTERNET IN THE REGION. IN GENERAL IT COMES, OUR WORK IS FOCUSED ON THE CREATION AND THE SUPPORT OF THE GENERATION OF AN INTERNET ECOSYSTEM, HEALTHY AND STRONG THAT MAY HELP US CARRY OUT OUR MISSION AS EXTENDING THE INTERNET FOR ALL. AND IN THAT REGARD WE WORK SPECIALLY WITH THE SUPPORT OF THE EXISTING OR FUTURE COMMUNITIES THAT WORK WITH THE FUTURE OF THE INTERNET AND WORK WITH THEM SO THAT THROUGH THE ADOPTION OF THE INTERNET MODEL AS WE KNOW IT AS A MULTISTAKEHOLDER, OPEN AND TRANSPARENT WE CAN CONTINUE TO MOVE FORWARD IN THIS MISSION. BASICALLY WHAT WE USE TO THIS END IS THREE BIG GUIDELINES OR STRATEGIES THAT WE HAVE IMPLEMENTED. RAUL DESCRIBED THEM VERY WELL. HE GAVE MANY EXAMPLES OF WHAT WE ARE DOING, BUT LET ME ADD THAT FIRST OF ALL OUR WORK IS FOCUSED ON THE GOVERNANCE OF THE INTERNET IN THE REGION, THAT IT IS ESPECIALLY IMPORTANT AS A TOPIC IN RECENT YEARS, ESPECIALLY BECAUSE IN THE REGION WE COME FROM NETMUNDIAL, IN SAO PAULO LAST YEAR THE IGF IN BRAZIL. THIS YEAR, TOO, AND PROBABLY IF THE MANDATE OF IGF IS RENEWED, IT’S VERY LIKELY THAT THE NEXT — NEXT MEETING WILL ALSO BE LATIN AMERICA, IN MEXICO. THEY HAVE OFFERED TO ORGANIZE IT FOR NEXT YEAR. SO THESE ARE YEARS THAT ARE EXTREMELY IMPORTANT FOR THE INTERNENT GOVERNANCE, BUT THE MORE WE ARE ENGAGED IN MANY REGIONAL AND SUBREGIONAL INSTANCES AND NATIONAL ONES CONCERNING MULTI-STAKEHOLDER DIALOGUE. WITH RESPECT TO THE GOVERNANCE OF THE INTERNET, WE HAVE PARTICIPATED IN SEVERAL. I WOULD SAY THAT THIS YEAR WE WILL PARTICIPATE IN SEVEN OR EIGHT EVENTS RELATED DIRECTLY WITH THESE DIALOGUES. IN ADDITION TO THE REGIONAL, SUB REGIONAL EVENTS, RAUL SAID THAT THE REGIONAL EVENT WILL BE CARRIED OUT IN MEXICO, AND WE — NEXT WEEK WE ALSO HAVE THE EVENT IN CENTRAL AMERICA AND WE ALSO SUPPORT AND WE CONTRIBUTE TO THE EVENT OF THE CARIBBEAN OF INTERNET GOVERNANCE. SO WE WORK IN MULTIPLE EVENTS. IN MOST CASES AT THE NATIONAL LEVEL, TOO, WE DO THIS WORK JOINTLY WITH OUR CHAPTER WHEN WE HOLD IT IN OUR COUNTRY. A SECOND IMPORTANT ISSUE FOR US IS THAT OF DEVELOPMENT OVERALL. AS WAS VERY WELL SAID BY RAUL, THERE ARE SEVERAL INSTANCES IN WHICH WE WORK AND, FOR INSTANCE, WE — WE HAVE BEEN INVOLVED DIRECTLY OR INDIRECTLY AND SOMETIMES THROUGH PARTNERSHIPS WITH OTHER ORGANIZATIONS IN THE CREATION OR THE IMPROVEMENT OF AT LEAST TEAMS IN TEN COUNTRIES OF THE REGION. WE CONTINUE TO WORK WITH MANY COUNTRIES ON THIS TOPIC AND AT THE SAME TIME IT’S INTERESTING TO POINT OUT THAT WE ALWAYS DO IT IN PARTNERSHIP LOCALLY WITH DIFFERENT STAKEHOLDERS, NOT JUST — NOW I REMEMBER SOME CASES WHERE WE WERE WORKING WITH THE PRIVATE SECTOR AND CASES WITH THE LOCAL GOVERNMENT AND CASES WHERE WE WORK WITH THE ACADEMIA TO CARRY OUT THE PROJECT ON IXPS. WE ALSO HAVE THE CAPACITY BUILDING, FOR INSTANCE. GLOBE AND OTHER INITIATIVES. THE THIRD LEG THAT IS VITAL IMPORTANCE FOR US IS THE PROMOTION OF IETF. AND ESPECIALLY TO INSTALL THE WORK OF IETF IN THE REGION, FIRST OF ALL BECAUSE IT’S IMPORTANT TO — FOR THE REGION TO BE PRESENT IN THE DEVELOPMENT OF STANDARDS AND CREATION OF STANDARDS, BUT ALSO NEXT YEAR WE ARE GOING TO HOLD THE FIRST MEETING OF IETF IN LATIN AMERICA, IT’S THE 95TH MEETING THAT WILL BE HELD IN BUENOS AIRES IN APRIL OF NEXT YEAR. FOCUSED ON THAT, WE HAVE WORKED FOR MANY YEARS IN PROMOTING THAT IETF ACTIVITY IN THE REGION. THOSE ARE THE KEY ISSUES THAT WE HAVE BEEN WORKING ON. WITH THIS I GIVE BACK THE FLOOR TO RAUL. THANK YOU ALL FOR YOUR TIME.>>THANK YOU. WE ARE RECEIVING SOME QUESTIONS. WE ARE WRITING THEM DOWN AND IN JUST A FEW MINUTES WE’RE GOING TO ANSWER THEM. I ALSO WANT TO TELL YOU — WANTED TO TELL YOU SOMETHING THAT YOU PROBABLY KNOW. VERY RECENTLY WE CONDUCTED THE STUDY ON INTERNET — INTERNET GOVERNANCE. I WANTED TO THANK ALL OF THOSE WHO PARTICIPATED IN THE STUDY BECAUSE IT’S BEEN VERY VALUABLE. 800 PEOPLE FILLED IN THE SURVEY. SO THAT GIVES US VERY VALUABLE INFORMATION. IT’S A BROAD SURVEY, BROAD SCOPE SO IT PROVIDES A VERY INTERESTING EXPERIENCE SO THAT WE CAN BUILD OUR STRATEGY IN INTERNET GOVERNANCE. WE SEE, FORTUNATELY, THAT MANY OF THE CONCLUSIONS ARE CONSISTENT WITH WHAT WE ARE ALREADY DOING, SUCH AS CYBER SECURITY, ESTABLISHING THIS AS THE MOST RELEVANT TOPIC IN THE HORIZON IN EVERYTHING RELATED TO THE INTERNET GOVERNANCE. THAT IS A PRIORITY FOR US. ESSENTIALLY 2015, IT HAS BEEN IDENTIFIED AS ONE OF THE KEY PRIORITIES FOR THE WORKING PLAN OF THE INTERNET SOCIETY. AS A MATTER OF FACT, TODAY OR THIS WEEK WE ARE PRESENTING AT THE GLOBAL CONFERENCE OF CYBER SPACE IN THE HAUGE, WE ARE PRESENTING A CONCEPT OF COLLABORATIVE SECURITY. THIS IS A NEW CONCEPT THAT WE HAVE INTRODUCED, AND I THINK IT’S GOING TO BE EXTREMELY VALUABLE IN THE MONTHS TO COME. I’M SURE OLAF IS GOING TO SPEAK ABOUT IT SO I WON’T DWELL ON IT ANY LONGER. THE OTHER THING THAT IS CONSISTENT WITH OUR STRATEGY IS THE CONCLUSION OF THE IMPORTANCE OF THE IGF AT A GLOBAL LEVEL AND LOCAL AND REGIONAL LEVEL THAT IS FULLY CONSISTENT WITH THE WORK THAT WE ARE CONDUCTING. AS A MATTER OF FACT, NOT ONLY DO WE CONTRIBUTE WITH OUR POLITICAL SUPPORT AND THE COLLABORATION WITH CONTENTS, BUT ALSO WITH THE FUNDING. WE HAVE CONTRIBUTED TO CREATE AN ASSOCIATION THAT IS THE IGF SUPPORTING ASSOCIATION, THAT IS AIMED AT INCREASING THE AVAILABILITY OF FINANCIAL RESOURCES FOR THE INTERNET GOVERNANCE. SO THESE ARE SOME OF THE THINGS THAT WE’RE GOING TO SHARE WITH OTHER ORGANIZATIONS, INCLUDING WITH THE NEW INITIATIVE AND WE ARE GOING TO SHARE IT WITH THEM SO THAT THEY CAN ASSESS IT AND THEY CAN CONSIDER THAT IN THE WORKING PLANS. ANOTHER ASPECT OF THIS THAT STEMS FROM THIS STUDY IS THAT PEOPLE CLAIM TO FACILITATE INTERNET GOVERNANCE. WE GET DEEPLY INVOLVED BRINGING LOCAL COMMUNITIES CLOSER TO THE INTERNET GOVERNANCE ISSUES AND ALSO TAKING OUR AMBASSADORS. WE HAVE ALREADY TAKEN 100 PEOPLE TO THE MEETINGS TO A GLOBAL IGF MEETINGS AND ALSO WITH OUR TRAINING PROGRAMS, SUCH AS THE NEXT GENERATION LEADERS, AND MANY PEOPLE HAVE PARTICIPATED ALREADY. SOME PARTICIPANTS OF PREVIOUS YEARS TODAY ARE PLAYING LEADING ROLES IN THEIR OWN COMMUNITIES. FINALLY, I WANTED TO SPEAK OF THE INTERCOMMUNITY. THIS MEETING THAT WE WILL HOLD IN JULY. EVERY YEAR IN JULY MORE OR LESS THERE’S THE MEETING OF THE BOARD OF THE INTERNET SOCIETY. IT IS CONSIDERED OUR ANNUAL MEETING. AND IT IS IMPORTANT FROM THE LEGAL POINT OF VIEW, WE RENEW AUTHORITIES, WE ELECT THE NEW PRESIDENT FOR NEXT YEAR. SO FAR IT WAS A MEETING THAT WAS OPEN. ANYBODY COULD FOLLOW THE MEETING BUT BASICALLY IT WAS A MEETING OF THE BOARD OF THE INTERNET SOCIETY. STARTING THIS YEAR WE ARE TRYING TO DO AN EXPERIMENT, SOMETHING DIFFERENT. AND TO TURN THIS INTO AN ANNUAL MEETING BUT NOT JUST OF THE BOARD BUT THE COMMUNITY OF THE INTERNET SOCIETY. THE OBJECTIVES WILL BE TO HAVE A POSSIBILITY FOR INTERACTING WITH THE BOARD AND THE COMMUNITY TO DEBATE RELEVANT ISSUES, WHAT’S RELEVANT FOR OUR COMMUNITY, AND ALSO TO PRESENT REPORTS ABOUT THE WORK AND TO BRIEF YOU ON — BRIEF THE COMMUNITY WHAT WE’RE DOING. THIS IS A VERY NOVEL STYLE TO HAVE A CENTRAL MEETING THAT WILL TAKE PLACE IN NEW ZEALAND, IN AUCKLAND, AND WE WILL HAVE 15 REMOTE SITES THAT WILL HAVE THEIR OWN MEETINGS DEBATING THEIR OWN ISSUES AND THEY CAN INTERCONNECT TO DEBATE THINGS THAT ARE OF REGIONAL COMMON INTEREST AND ALSO OPTIONS TO PARTICIPATE FOR THE GENERAL PUBLIC SO THAT THEY CAN FOLLOW WHAT IS HAPPENING IN THOSE 15 SITES AND ALSO SO THAT THEY CAN CONNECT WITH THE MEETINGS THAT ARE BEING HELD IN AUCKLAND TO GENERATE THAT GLOBAL INTERACTION. ALL OF OUR COMMUNITY WILL BE MOBILIZED USING TECHNOLOGY WE ARE THE INTERNET SOCIETY AND THEREFORE WE HAVE TO BE LEADERS, NOT JUST BUILDING THE INTERNET, BUT ALSO USING THE INTERNET SO THAT WE CAN MOVE FORWARD IN OUR MISSION. THAT’S WHAT WE’RE GOING TO DO IN JULY. WE HOPE WE CAN REPEAT THE EXPERIENCE IN FUTURE YEARS. I INVITE YOU TO FOLLOW THE INTERCOMMUNITY ON JULY 7th AND 8th PLEASE. PLEASE FOLLOW THE WEBSITE AND MAILING LISTS. WE DO EXPECT THAT YOU CAN ALL GET INVOLVED AND PARTICIPATE IN THIS. LET ME TELL YOU WHICH ARE SOME OF THOSE SITES. THE MEETINGS THROUGH WHICH WE CAN PARTICIPATE IN NAIROBI, IN TUNISIA, IN HONG KONG, IN INDIA, MANILA, SAN SALVADOR, EL SALVADOR, MONTEVIDEO, SANTA DOMINGO, AMSTERDAM, THE NETHERLANDS, ISTANBUL, TURKEY, NEW YORK, WASHINGTON, D.C., AND WE STILL HAVE TWO SITES TO BE CONFIRMED. ONE WILL PROBABLY BE GENEVA AND THE OTHER ONE PROBABLY IN NORTH AMERICA, TOO. WE HAVEN’T CONFIRMED IT YET SO 13 OUT OF 15 SITES HAVE ALREADY BEEN CONFIRMED AND THEY’RE THE ONES THAT I MENTIONED. SOME OF THE QUESTIONS, WE’LL ANSWER THEM. WE HAVE ONE QUESTION ON WHETHER THERE IS THE POSSIBILITY OF CREATING NONGEOGRAPHICAL CHAPTERS, IF WE HAVE THOUGHT OF CREATING NONGEOGRAPHICAL CHAPTERS. WE ALREADY HAVE SOME. FOR INSTANCE, THE DISABILITIES CHAPTER. THOSE ARE PEOPLE THAT WORK SPECIALLY WITH THE ACCESSIBILITY ISSUES. WHILE WE THINK WE DON’T HAVE TOO MANY, IF WE WERE TO HAVE SOME MORE, WE’LL PROBABLY HAVE TO CHOOSE A DIFFERENT SCHEME. WE DO NOT PROMOTE THE EXISTENCE OF SPECIFIC CHAPTERS, BUT WE JUST LIMIT OURSELVES TO ANALYZE THEM AND TO RECOGNIZE THEM. WHEN THOSE INITIATIVES HAVE COME FROM THE COMMUNITY AND ARE PRESENTED TO US. LIKEWISE, WE HAVE A QUESTION ON THE — WHETHER IT IS POSSIBLE TO HAVE A CHAPTER IN CUBA. YES, OF COURSE, WE DO HAVE THAT POSSIBILITY. WE HAVE CHAPTERS ALL OVER THE WORLD. WE HAVE NO EXCLUSION LIST WE HAVE CHAPTERS IN SUDAN, PALESTINE, ISRAEL, RUSSIA, THE UNITED STATES, CHINA, HONG KONG. OUR ORGANIZATION IS ABOVE ALL THE POLITICAL DIFFICULTIES THAT MAY EXIST IN THE DIFFERENT REGIONS OF THE WORLD. FOR THE MOMENT, WE WANT THE INTERNET TO BE A FACTOR THAT CONTRIBUTES TO PEACE AND UNDERSTANDING OF SOCIETY SO THERE ARE NO PROBLEMS OF HAVING CHAPTERS ANYWHERE AND THAT IS CONCERNING THE QUESTION FROM CUBA. AND I REPEAT WHAT I SAID EARLIER, WE DO NOT BUILD CHAPTERS ANYWHERE ESPECIALLY BUT, RATHER, WE WORK BASED ON THE INITIATIVES THAT WE RECEIVE FROM THE COMMUNITY. FROM ANYWHERE IN THE WORLD. THE CASES THAT I MENTIONED EARLIER, THAT WE ARE ANALYZING NOW SUCH AS AFGHANISTAN,??>DOMINICAN REPUBLIC. IF FROM THE COMMUNITY WE RECEIVE INITIATIVES TO CREATE A CHAPTER, THEY HAVE TO MEET ALL THE MECHANISMS. MEET ALL THE PROVISIONS FOR THE CREATION OF A CHAPTER. IF THEY DO, THEY WILL BE RECOGNIZED AND THEY WILL BECOME A FAMILY OF THE CHAPTERS OF THE INTERNET SOCIETY AROUND THE WORLD. I THINK THAT THERE ARE NO FURTHER QUESTIONS. I’M HERE CHECKING WITH OUR PEOPLE. NO? WHAT WILL BE THE INTERACTION LIKE DURING THE INTERCOMMUNITY EVENT? ARE WE GOING TO HAVE A CHANCE TO CONTRIBUTE TO THE DIALOGUE, ANY WEB FACILITIES?>>YES, THERE WILL BE A TOTAL INTERACTION. WE’LL HAVE THE CAPACITY TO INTERACT BETWEEN THE NODE WE’LL HAVE IN AUCKLAND AND WE’LL HAVE NODES IN 15 PLACES. WE’LL HAVE THE POSSIBILITY, OF COURSE, THERE. IT WILL BE INTERACTIVE AND WE HOPE THAT WE’LL HAVE A CHANCE FOR DISCUSSIONS AND DIALOGUES BETWEEN THE DIFFERENT SITES AND WE’LL ALSO HAVE A CHANCE FOR THE PEOPLE. WE WANT THE PEOPLE TO FOLLOW THESE MEETINGS AND TO MAKE COMMENTS, POST QUESTIONS FROM THEIR HOMES. WE ARE STILL WORKING TRYING TO DEVELOP ALL OF THE TECHNOLOGY TO DESIGN A FORMAT FOR THE MEETING, BUT IT’S A CHALLANGE. WE ARE CHALLENGING OURSELVES TRYING TO DO MORE THAN WE REALLY THINK WE ARE CAPABLE OF DOING SO THAT IT MAY REALLY BE AN ENORMOUS EVENT AND THE OBJECTIVE IS COMMUNICATION, TOTAL INTERACTION. SO THERE WILL BE MANY OPPORTUNITIES, MANY DIFFERENT OPPORTUNITIES FOR INTERACTION IN THAT MEETING. I THINK THAT I HAVE ONE LAST QUESTION. THE ORGANIZATIONAL STRUCTURE BASED ON THE CHAPTERS. WELL, IT’S NOT REALLY A QUESTION. RATHER, IT’S A COMMENT BY JOHN LAPRISE OR LAPRICE. FORGIVE THE PRONUNCIATION. IT’S RATHER COMPLEX. IT’S NOT A SIMPLE QUESTION. HE SUGGESTS THAT TODAY’S INTERNET MAY SEE THE ISOC STRUCTURE AS AN OLD-FASHIONED, HIGHLY STRUCTURED ORGANIZATION THAT SHOULD BE REVISITED. YES. I AGREE. WE ARE NOT COMMITTED TO ANY SPECIFIC STRUCTURE THAT SHOULD LAST FOREVER. WE ARE CONSTANTLY REVEALING THINGS AND, AS I SAID EARLIER, BASED ON THOSE SAME STRUCTURES, WE CAN CHANGE A LOT OF THE WORK THAT WE DO AND WITH THE SAME STRUCTURE THAT WE HAD A FEW YEARS AGO OF CHAPTERS, NOW WE ARE WORKING IN A COMPLETELY DIFFERENT MANNER WITH A MUCH MORE INTENSIVE RELATIONSHIP WITH THE CHAPTERS WORKING MUCH CLOSER WITH THEM WITH NEW IDEAS. FOR INSTANCE, THESE REGIONAL WORKSHOPS THAT WE HOLD AS CHAPTERS ALL OVER THE WORLD, WE HAVE PEOPLE INSIDE EACH REGIONAL TEAM WHOSE KEY RESPONSIBILITY IS TO WORK WITH THE CHAPTERS. WE ARE LAUNCHING NEXT MONTH WE ARE LAUNCHING THIS NEW GRANT PROGRAM. WE WANT TO INTEGRATE THEM MUCH MORE, NOT JUST IN THE POLITICAL WORLD BUT ALSO TO TELL OUR STORIES. WE ALSO WANT TO HAVE A MUCH MORE FLUID COMMUNICATION WITH THE CHAPTERS SO THAT THEY CAN HELP US SO THAT WE CAN HELP EACH OTHER TELLING EACH OTHER THE THINGS THAT WE DO TOGETHER FOR THE BENEFIT OF THE GLOBAL COMMUNITY. SO I THINK THAT NOT EVERYTHING IS A MATTER OF STRUCTURES. IT’S ALSO WITH THE SAME STRUCTURES YOU CAN DO VERY DIFFERENT THINGS. SO THE SHORT ANSWER IS WE ARE NOT MARRIED TO, WE’RE NOT ENGAGED TO ANY EXISTING STRUCTURES. WE’RE NOT GOING TO KEEP THEM FOREVER SO IN THE CASE OF JOHN, YOU CAN GET IN TOUCH WITH ME WITH MY E-MAIL. I’M AVAILABLE. ANY OF YOU CAN CONTACT ME THROUGH TWITTER. SO IF YOU CAN THINK OF ANY WAY WE CAN IMPROVE THOSE STRUCTURES, I’D BE VERY INTERESTED TO HEAR YOU. I THINK THAT WE HAVE AN ADDITIONAL MINUTE FOR QUESTIONS. THERE ARE NO MORE QUESTIONS. ONE IS JUST COMING IN. WILL THERE BE MEETINGS PREVIOUS TO INTERCOMMUNITY OR AT THE REGIONAL LEVEL OR PREVIOUS EXCHANGE SO THAT WE CAN GET READY? WELL, YOU CAN PREPARE YOURSELF THROUGH OUR USUAL MEANS OF COMMUNICATION THE MEETINGS THAT ARE HELD REGIONALLY WITH THE CHAPTERS. WE WANT TO TAKE ADVANTAGE OF ALL THE INTERACTIONS THAT WE HAVE WITH THE REGIONAL WORKSHOPS AND ALSO THE MEETINGS THAT WE’LL HAVE IN BUENOS AIRES. DURING THE ICANN MEETINGS — ISOC IS ALWAYS PRESENT THERE TO PROMOTE PRECISELY THIS MEETING OF INTERCOMMUNITY. I WOULDN’T CALL IT MEETING — WELL, MEETING IS A PROPER WORD, I THINK, BECAUSE YOU GATHER PEOPLE ALL OVER THE WORLD. IN A SINGLE EVENT. I THINK THAT IT IS A REUNION. IT’S NOT A MEETING WITH THE TRADITIONAL CONCEPT BUT I THINK THAT IN SPANISH AT LEAST WE REFLECT WHAT WE MEAN. SO WE’LL MAKE THE MOST OF ALL OF THE CHANCES THAT WE HAVE AT THE LOCAL AND REGIONAL LEVEL WITH OUR COMMUNITIES, TO ENCOURAGE THEM TO PARTICIPATE FOR OUR ACTIVITIES IN 2015. SO WITH THIS, I’M DONE. I THANK SEBASTIAN FOR HIS COLLABORATION AND WHEN HE TALKED ABOUT ALL THE ISSUES OF LATIN AMERICA AND NOW I GIVE THE FLOOR ONCE AGAIN TO JAMES SO THAT HE CAN CONTINUE WITH THE EVENT. I WANT TO THANK THE PEOPLE THAT ARE WORKING IN THE BROADCASTING AND IN THE TRANSLATION FOR MAKING THIS POSSIBLE. SO, I’M AT THE DISPOSAL OF EVERYBODY. JAMES, YOU HAVE THE FLOOR. THANK YOU.>>RAUL, THANK YOU VERY MUCH, AND SEBASTIAN, THANK YOU VERY MUCH TO YOU AS WELL. AND TO ALL THOSE WHO ARE ABLE TO ASK SOME QUESTIONS THERE ABOUT GLOBAL ENGAGEMENT WORK AND ABOUT INTERCOMMUNITY 2015. MOVING ONTO THE SECOND PART OF TODAY’S COMMUNITY FORUM. I WANT TO PASS NOW THE MIC TO OLAF KOLKMAN TO TALK ABOUT THE TECHNOLOGY WORK THAT OUR GLOBAL COMMUNITY HAS BEEN ENGAGED IN AND ALSO OUR CURRENT FOCUS ON THE — ON CYBER SECURITY COINCIDING WITH AN IMPORTANT CYBER SPACE CONFERENCE TAKING PLACE IN THE HAGUE IN THE NETHERLANDS THIS WEEK. OLAF, OVER TO YOU.>>YES, THANK YOU, JAMES. I AM A BIT EXCITED TO BE ON THIS FORUM AND ALTHOUGH I DON’T SPEAK SPANISH AND I DO NOT HAVE THE BENEFIT OF THE SIMULTANEOUS TRANSLATION, I DID UNDERSTAND THE ENTHUSIASM WITH WHICH RAUL LISTED ALL THESE COUNTRIES IN WHICH WE WILL EXPERIENCE THE INTERCONNECTED — INTERCOMMUNITY EVENT IN JULY. I’M LOOKING FORWARD VERY, VERY MUCH TO SORT OF GAIN THE ENTHUSIASM OF OUR COMMUNITY, TO SHARE OUR IDEAS AND I AM SURE THIS IS GOING TO BE FANTASTIC. I WANT TO TALK A LITTLE BIT ABOUT WHAT KEEPS US BUSY IN INTERNET TECHNOLOGY, AND I’M NOT GOING TO COVER EVERYTHING. WHAT I’M GOING TO DO IS I’M GOING TO FOCUS ON THE SECURITY ASPECTS OF OUR WORK. SECURITY IS ONE OF OUR STRATEGICAL OBJECTIVES THIS YEAR. THE WAY YOU WANT TO APPROACH THAT IS THROUGH WHAT WE — A PAPER THAT WE PUBLISHED, A PAPER THAT WE PUBLISHED EARLY THIS WEEK GOING INTO THE GLOBAL CONFERENCE ON CYBER SPACE THAT IS BEING HELD CURRENTLY IN THE HAGUE — 40 KILOMETERS FROM HERE. THAT PAPER IS WHAT WE CALL COLLABORATIVE SECURITY, AN APPROACH TO COLLABORATIVE SECURITY. IT IS A SUMMARY OF WORK THAT WE’VE DONE BEFORE. IT’S NOT A PROFOUND NEW STATEMENT BUT IT COLLECTS THE MINDSET THAT WE’VE BEEN DEVELOPING IN THE INTERNET SOCIETY AROUND INTERNET SECURITY. I’M VERY CONSCIOUSLY SAYING INTERNET SECURITY HERE BECAUSE CYBER SECURITY IS ONE OF THESE WORDS — LOADED WORDS WHICH MEANS A LOT OF THINGS TO A LOT OF PEOPLE IN A BLOG THAT I WROTE WHEN WE PUBLISHED THE COLLABORATIVE SECURITY PAPER. I SHOULD HAVE RELATED CYBER SECURITY WITH THE ECONOMY. WHEN PEOPLE SAY — TALK ABOUT THE ECONOMY, THEY WANT TO HAVE THE ECONOMY GO — YOU KNOW, YOU WANT TO IMPROVE THE ECONOMY. WE ALL WANT TO DO THAT, BUT IF YOU REALLY LOOK AT THE NUANCES ON HOW TO DO THAT, YOU HAVE TO TALK ABOUT GAME THEORY, MICRO ECONOMICS, MACRO ECONOMICS, WHAT HAVE YOU. SO OUR FOCUS IS REALLY ON THE APPROACH TO INTERNET SECURITY. HOW DO WE WORK WITHIN THE INTERNET, IN THE INTERNET SPIRIT ON SECURITY ISSUES? THAT’S WHAT THE COLLABORATIVE SECURITY PAPER IS ABOUT. THE APPROACH AROUND COLLABORATIVE SECURITY IS AROUND FIVE PRINCIPLES. THE FIRST PRINCIPLE CAN BE SUMMARIZED AS FOSTERING CONFIDENCE AND PROTECTING OPPORTUNITIES. THE INTERNET AS WE KNOW IT HAS BROUGHT ENORMOUS POSSIBILITIES, BOTH SOCIAL AND ECONOMIC. IT CAUSED A REVOLUTION, SO TO SPEAK, IN TERMS OF — AT THE SAME SCALE AS THE STEAM ENGINE AND PRINT CAUSED. IT CHANGED THE WORLD. IT CAUSED A PARADIGM CHANGE. THAT’S ENORMOUS. WE WOULD LIKE TO SEE THOSE OPPORTUNITIES PROTECTED WHILE STILL REALIZING THAT THE INTERNET OF TODAY HAS PROBLEMS WITH RESPECT TO SECURITY. PEOPLE NEED TO CONTINUE TO TRUST THE INTERNET TO DO THEIR BUSINESS, TO COMMUNICATE, TO ENGAGE WITH EACH OTHER AND THE KEY WITH THAT IS TO HAVE SUFFICIENT CONFIDENCE. SO THAT IS SOMETHING THAT IS SORT OF KEY TO THIS APPROACH, THE FIRST ONE, FIRST KEY POINT. SECOND KEY POINT IS COLLABORATIVE RESPONSIBILITY. IF WE ARE ALLOWED TO CONNECT TO THE INTERNET AND INFLUENCE THE INTERNET, THAT MEANS AS SOON AS YOU CONNECT TO THE INTERNET, YOU’RE PART OF THE INTERNET. THAT MEANS YOU HAVE A RESPONSIBILITY TO THAT SYSTEM AS A WHOLE. WE SOMETIMES USE THE WORD COMMONS — IT HAS A LOT OF CONNOTATIONS, SO I’D RATHER NOT. THAT’S THE MINDSET. WE HAVE A COLLECTIVE RESPONSIBILITY TO KEEP THAT INTERNET CLEAN OF MESS, OF NASTINESS. THAT MIND SET IS IMPORTANT, I THINK. THAT MINDSET COMES, AGAIN, FROM THE INTERNET WAY, SOMETHING THAT THE PEOPLE WHO HAVE BEEN WORKING ON THE INTERNET AND WITH THE INTERNET HAVE BEEN SORT OF FEELING AND HAVE BEEN DRIVEN BY IT. FUNDAMENTAL VALUES. FUNDAMENTAL VALUES LIKE THE HUMAN RIGHTS PRINCIPLES. PRINCIPLES WE MAINTAIN AROUND PRIVACY. FUNDAMENTAL PROPERTIES REFER TO WHAT WE CALL THE INTERNET INVARIANCE. THIS IS A PAPER ITSELF. I ADVISE YOU TO GOOGLE ON IT. YOU CAN FIND IT ON THE ISOC WEBSITE. IT’S THINGS THAT MADE THE INTERNET PROSPEROUS AND GROW. FOURTH PART, IF YOU IMPLEMENT SECURITY SOLUTIONS, GO FOR EVOLUTION. GO FOR SMALL STEPS. DON’T TRY TO OVERHAUL THE WHOLE SYSTEM THROUGH REVOLUTION. TAKE AN EVOLUTIONARY APPROACH. DO IT ON A CONSENSUS BASIS. MAKE SURE PEOPLE UNDERSTAND WHAT YOU ARE DOING. MAKE SURE YOU TAKE STEPS BASED ON EXPERTISE. FOR INSTANCE, THROUGH THE CREATION OF STANDARDS, COLLABORATIVE MAKING OF PRODUCTS. FIFTH PRINCIPLE IS THINK GLOBALLY AND ACT LOCALLY. TAKE YOUR RESPONSIBILITY CLOSE AT HOME OR CLOSE TO THE TOPIC. I USUALLY USE THE WORD SUBSIDIARITY PRINCIPAL. I THINK THIS IS ONLY USED IN EUROPE AND IN THE ROMAN CATHOLIC CHURCH SO IT MIGHT NOT TRANSLATE A LOT, BUT IT REALLY MEANS THAT YOU TAKE ACTION AT THE PLACE WHERE YOU CAN MOST EFFECTIVELY TAKE ACTION. THIS IS A VERY GENERIC TYPE OF APPROACH. WE HAVE LAUNCHED IT TOWARDS THIS GCCS CONFERENCE THAT’S TAKING PLACE IN THE HAGUE THIS WEEK. IT’S GENERIC. WE ARE GOING TO TAKE THAT FORWARD. IT IS ALSO A CALL TO ACTION. IT IS A CALL TO ACTION WITH RESPECT TO REALLY TAKING ACTION YOURSELF. AND I STRONGLY BELIEVE THAT YOU CANNOT CALL FOR ACTION IF YOU DON’T LEAD BY EXAMPLE. THIS IS WHERE I THINK THE INTERNET SOCIETY AT LARGE HAS A BIG ROLE. A FEW PLACES WHERE WE TAKE THAT ACTION IS, FOR INSTANCE, WITH OUR — WHAT I CALL THE ENGINEERING OF THE INTERSECT AS A SECURITY TECHNOLOGY, AS A FOUNDATIONAL TECHNOLOGY TO BRING SECURITY TO THE INTERNET. ANOTHER VERY CONCRETE EXAMPLE, THIS IS SOMETHING THAT I WOULD LIKE TO HIGHLIGHT, IS OUR WORK WITH RESPECT TO ROUTING SECURITY. AS YOU ALL KNOW, THE NETWORK OF NETWORKS IS CONNECTED THROUGH A ROUTING MEASURE WITH OPERATORS TRANSFERRING PACKETS FROM ONE END TO ANOTHER. IF YOU TAKE A CAREFUL LOOK AT THE SECURITY OF THE ROUTING SYSTEM, THERE IS A LOT TO GAIN. THAT SAID, MOST OF THE EFFORTS TO GAIN SECURITY IN THE SYSTEM AS A WHOLE ARE OUTWARD PHRASING. THAT MEANS YOU AS A ROUTING OPERATOR ARE TAKING ACTIONS TO PROTECT THE REST OF THE INTERNET. AND THE REALIZATION THAT THE ACTIONS THAT YOU HAVE TO TAKE ARE SOMETIMES OUTWARD FACING, ARE CORE TO OUR COLLABORATIVE SECURITIES. IN ORDER TO SORT OF GROW A COMMUNITY AND IN ORDER TO BE CLEAR ABOUT WHAT YOU CAN DO TO TAKE THAT POSITIVE STAND AND TO SECURE THAT ROUTING SYSTEM, WE HAVE COLLABORATED WITH THAT COMMUNITY TO CREATE THE ROUTING MANIFESTO. YOU CAN FIND THAT AT ROUTING MANIFESTO.ORG AND WE HAVE PUBLISHED THERE A THING OR WHAT’S EVOLVING IN OUR COMMUNITY I SHOULD SAY HAS PUBLISHED A DOCUMENT CALLED MUTUAL AGREED NORMS ON ROUTING AND SECURITY. MANRS FOR SHORT. AND THE MANRS IS A SET OF PRINCIPLES, AND I’M NOT GOING TO READ THEM ALL FOR YOU BECAUSE WE DON’T HAVE TIME FOR THAT, IS A SET OF PRINCIPLES AROUND HOW TO DO THE RIGHT THING ON — WHEN YOU’RE CONNECTED TO THE INTERNET AS AN INTERNET SERVICE PROVIDER. IT HAS A VERY SPECIFIC CALL FOR ACTION. IT CALLS ON NETWORK OPERATORS TO DEFINE THEIR ROUTING POLICY AND IMPLEMENT THE SYSTEM THAT CORRECTLY ROUTES THEIR INFORMATION WITHOUT GETTING TECHNICAL. I’M NOT GOING TO DO THAT HERE. AND THERE ARE A FEW OTHER PRINCIPLES THERE. ONE OF THEM IS PREVENT TRAFFIC WITH SPOOFED IP ADDRESSES. THE OTHER ONE IS FACILITATE GLOBAL OPERATIONAL COMMUNICATIONS AND COORDINATION BETWEEN NETWORK OPERATORS. MAKE SURE THAT THESE GUYS TALK TO EACH OTHER. THE FOURTH ACTION IS ANOTHER ADVANCED ONE. FACILITATE THE VALIDATION OF ROUTING INFORMATION ON THE GLOBAL SCALE WHERE WE’RE MORE TALKING ABOUT THE DEPLOYMENT OF ROUTING PKI. I DON’T WANT TO GET TOO TECHNICAL IN THIS, BUT THIS IS SOMETHING WHERE A GLOBAL COMMUNITY WE CAN HELP EACH OTHER. REACHING OUT TO YOUR LOCAL ISPs WHEN YOU TALK TO THEM AND POINT THEM TO THIS DOCUMENT AND HAVING THEM SIGN UP. MAKE SURE, OF COURSE, THAT THEY UNDERWRITE THE PRINCIPLES AND ARE READY TO TAKE THE ACTIONS. SO THIS IS SOMETHING WHERE WE R ACTIVE. THIS IS NOT THE ONLY PLACE WHERE AS A COMMUNITY WE ARE ACTIVE IN SECURITY BUT IT’S AN EXAMPLE OF HOW WE PUB COLLABORATIVE SECURITY INTO ACTION.>>WITH THAT I’M AT MY 55 MINUTES MARK AND I’M GOING TO SEE IF THERE ARE SOME QUESTIONS. IN THE MEANTIME, PLEASE ASK QUESTIONS TO THE FORUM. THERE’S — THEY’RE TRANSLATED TO ME IN WRITING. I HAVE A QUESTION FROM LOUIS MARTINEZ FROM ISOC MEXICO. UNDER AN OPEN COLLABORATIVE SCHEME IS THERE ANY RISK OF INFILTRATION THAT MAY ACTUALLY ACT FROM THE SECURE CORE? IS IT A RISK THAT IS WORSE? I’M TRYING TO INTERPRET THAT QUESTION. I READ YOUR QUESTION, LOUIS MARTINEZ, AS DOES THE OPEN INTERNET ITSELF POSE A RISK. THAT’S — THAT’S THE WAY I SORT OF READ YOUR CHAPTER. I THINK THAT THE OPENNESS OF THE INTERNET, INDEED, POSES SOMEWHAT OF A RISK BUT IT ALSO POSES THESE OPPORTUNITIES. AND THAT COMES BACK TO THE COLLABORATIVE SECURITY WHERE WE SORT OF MAKE THAT CONSTANT TRADEOFF ABOUT FOSTERING CONFIDENCE, MAKING SURE THAT THE BAD THINGS DON’T HAPPEN WHILE WE MAINTAIN THE OPENNESS OF THE SYSTEM. WE KNOW THAT SPOOFING OF I.P. ADDRESSES IS POSSIBLE AND WE NEED TO DEAL WITH THAT PROBLEM. WE KNOW THAT IF YOU HAVE A GENERAL PURPOSE PC YOU CAN CONNECT TO THE OPEN INTERNET AND JUST SEND PACKETS INTO THAT INTERNET, BUT THAT’S A PROPERTY THAT IS WORTH PREVIEWS PRESERVING BECAUSE IT BRINGS ALL OF THESE OPPORTUNITIES. SO THE RISK OF, SAY, INFILTRATION VERSUS THE OPENNESS OF THE SYSTEM IS SOMETHING THAT YOU CONSTANTLY NEED TO BALANCE. THAT IS WHAT WE MEAN WITH THE COLLABORATIVE SECURITY APPROACH. THE CONSTANT BALANCING WHETHER THE BALANCES OF THE INTERNET ARE TRADED OFF TO THE RESPONSES THAT WE BRING TO IT. OTHER QUESTION FROM CARLOS VERA OF ECUADOR. YOU MUST PUT ATTENTION TO ATTENTION OF SECURITY. LARGE COMPANY, LARGE SUPPLIERS, AND THAT’S A MAIN VULNERABILITY OF THE APPROACH. IS IT POSSIBLE TO EMPHASIZE SAFETY ISSUES FROM THE USER PERSPECTIVE AS THE MOST CRITICAL PART OF THE CHAIN? NEED TO INTERPRET THAT QUESTION AGAIN A LITTLE BIT, I THINK, CARLOS. THE SECURITY OF THE CHAIN, I THINK WHEN YOU TALK ABOUT THAT, THIS IS ABOUT THE WAY THAT WE VALIDATE OUR SECURE CONNECTIONS. WHEN WE USE HTTPS OR TLS, TRANSPORT LAYER SECURITY, WE RELY ON THESE CERTIFICATES AND THE CERTIFICATES HAVE CHANGED TO CERTIFICATE OF AUTHORITIES AND, YES, YOU RELY ON INTERMEDIARIES WHEN YOU DO SO. YOU RELY ON THOSE CERTIFICATE VENDORS. YOU RELY ON THOSE PARTIES. AND I THINK THAT WITH DNSSEC FOR INSTANCE YOU CAN BRING IN A SECOND TRUST MODEL. YOU CAN USE DNSSEC TO HAVE THE CHECKS AND BALANCES ON THE OTHER SYSTEM AND THE OTHER SYSTEM WILL ALLOW YOU TO GIVE THE CHECKS AND BALANCES ON THE DNS. I THINK WITH THAT WE’RE IN THE BETTER PLACE. AND THAT IS TAKING A USER’S PERSPECTIVE ON HOW DO I ACTUALLY TRUST MY ENVIRONMENT. AND I KNOW THAT, FOR INSTANCE, DNSSEC AND DANE ARE NOT THE ONLY WAY IN WHICH PEOPLE ARE LOOKING AT HOW CAN WE MAKE SURE THAT WE HAVE TRUST EVEN IF THERE ARE, FOR INSTANCE, A FEW ROGUE ACTORS ELSEWHERE IN THE SYSTEM? I HOPE THAT THAT — THAT THAT ANSWERS YOUR QUESTION. IN THE MEANTIME, I UNDERSTAND THERE IS NO MORE FURTHER QUESTIONS SO I WANT TO HAND BACK TO JAMES IN A SECOND AND STILL STRESS THE INTERCOMMUNITY 2015 AND I’M LOOKING FORWARD TO SEEING YOU THERE. I’M LIKELY TO BE IN THE NAIROBI HUB AT THE TIME AND THAT — I’M VERY ENTHUSIASTIC ABOUT THE GLOBAL NATURE OF THAT EVENT AND THAT’S PROBABLY WHERE WE WILL MEET AGAIN OR AS VINT CERF SAYS, MEET YOU IN CYBER SPACE. OVER TO JAMES. THANK YOU.>>OLAF, THANK YOU AND THANK YOU AGAIN FOR EVERYBODY WHO HAS SUBMITTED QUESTIONS FOR OLAF. THAT NEARLY WRAPS UP TODAY’S FORUM, AND I’D JUST LIKE TO TAKE A FINAL OPPORTUNITY TO THANK ALL OF US BECAUSE — SEBASTIAN, RAUL AND OLAF AND TO REMIND EVERYBODY THAT THERE WILL BE FURTHER INFORMATION ABOUT INTERCOMMUNITY 2015 ON OUR CONNECT PLATFORM AS WELL AS OUR WEBSITE AND YOU’LL FIND ALL THE DETAILS YOU NEED THERE ABOUT THE FORTHCOMING GLOBAL MEETING. I HOPE IT’S CLEAR FROM THE ENTHUSIASM THAT RAUL AND OLAF HAVE SHARED TODAY, THAT WE ARE EXTREMELY EXCITED ABOUT HARNESSING THE POWER OF THE INTERNET THIS WAY AND INNOVATING FOR THE COMMUNITY THROUGH INTERCOMMUNITY 2015. AS WE GET CLOSER TO THE EVENT THAT EXCITEMENT WILL ONLY GROW AND THIS IS REALLY A HUGE NEW OPPORTUNITY FOR OUR GLOBAL MEMBERS TO INTERACT WITH EACH OTHER AND WITH US IN NEW WAYS. SO PLEASE WATCH FOR A SERIES OF ANNOUNCEMENTS, REGISTRATION INFORMATION, PARTICIPATION DETAILS AND ADDITIONAL ENGAGEMENT OPPORTUNITIES. AS WE PLAN FOR THE EVENT WE NEED TO NAVIGATE BUSY SCHEDULES, MULTIPLE TIME ZONES AND MULTIPLE LANGUAGES. YOU CAN BE ENSURED THAT WE’RE WORKING REALLY HARD TO CREATE AN EVENT THAT IS COMPELLING AND A SCHEDULE THAT WILL MAXIMIZE GLOBAL PARTICIPATION. WITH THAT WE HOPE VERY MUCH INDEED THAT AS MANY OF YOU AND MORE WILL BE ABLE TO JOIN US ON THE 7th AND 8th OF APRIL DEPENDING ON WHERE YOU ARE IN THE WORLD AND WHERE YOU ARE ON THE INTERNET. FOR NOW, I’D LIKE TO THANK ALL OF YOU FOR PARTICIPATING IN TODAY’S FORUM AND UNTIL NEXT TIME, GOOD-BYE. THANK YOU.
